Volleyball tournament concludes

ITANAGAR, Oct 04: The Volleyball Tournament Organized by Sagalee Block NSUI Unit came to an end on Oct 2. The tournament was organized to commemorate the birth anniversary of  Mahatma Gandhi, the Father of the Nation.

All Sil Sagalee Youth Association became the winner of the tournament by defeating NSUI Sagalee United - 2-1 in men’s category.

In women’s category, NSUI Sagalee Girls Team defeated Totpu Panchayat Youth Welfare Association to become the winner.

 

AAPUEA asks for declaration of JE & Surveyor Exam result

ITANAGAR, Oct 04: The All Arunachal Pradesh Unemployed Engineers’ Association (AAPUEA) has urged department of PHED to declare the result of JE and Surveyor written examination on or before October 12.

In a letter to the chief engineer, PHED, while saying that the result should have been declared within 45 days, it stated, it has been five months now and the delay is causing frustration to the unemployed engineers.

“If it is not declared on or before October 12, we will ask for re-conduction of the exam as we are afraid that the result may be manipulated,” it said.

 

IMC Dy Chief Councilor decries lack of ‘good administration’

ITANAGAR, Oct 04: Deputy Chief Councilor, Itanagar Municipal Council (IMC), Kipa Babu has expressed concern over lack of communication between Capital Complex administrator and the public.  

In a letter to the chief secretary, he wrote, “I have noticed that for the past few years Capital Administration needs good guidance. The basic thing is there are no work in the hands of administrator i.e. Deputy Commissioner and SP Capital complex. There is loss of communication with the civil society, senior citizens, general public, student leaders, NGOs, Trade union and the various department wise agencies etc. I don't mean that the deputy Commissioner and the SP should be popular like political leader, but they should seek opinions, suggestions and views at talisman point. Glittering example is the frequent bandh calls in Capital by the various organisations, the DC and the SP are not doing anything. When the Panchayat and Municipal election was on dead lock for completion, no DC or SP was present in the station, only their subordinates were seen in the office.”

The DC who is also the Chief Executive Officer of IMC, never attends office and business meetings as such there are hundreds of cases pending in his office, he alleged.

 

ASUT demands early construction of Vellore guest house

ITANAGAR, Oct 04: Arunachal Students Union of Tamil Nadu (ASUT) has urged the Arunachal Pradesh Govt to take immediate steps for construction of the  Arunachal Guest House at Vellore,  Tamil Nadu for the cause of Arunachalee people who are frequently visiting Vellore for medical purposes.

A team of ASUT recently visited the Christian Medical College and Hospital, Vellore and came to know that many attendants of Arunachalee patients are facing numerous problems. They are staying in private rented house and hotels and paying huge amount only in lodging which is almost impossible for poor Arunachalee people visiting Vellore.  Early construction of Vellore guest house by the Arunachal Govt would mitigate many problems of the Arunachalee patients  and their attendants in Tamil Nadu, said ASUT president Tarh Amaa Tame. It further said the state Govt owned land for the Guest House at Vellore is still lying vacant with herbs and jungles. ASUT demanded state Govt to take immediate steps for building guest house infrastructure at proposed site  at Samhadan Nagare,  Vellore.

 

Nobin to represent India at  C’wealth Karate C’ship

ITANAGAR, Oct 04: All India Karate Do Federation (AIKF) has selected state’s senior karate player P Nobin Jomoh to represent India at 7th Commonwealth Karate Championship beginning at Montreal, Canada on October 11. Nobin will be leaving here tomorrow for Canada, informed Arunachal Karate Do Association general secretary L Marik.

 

Sena unveils Veteran Cup Football Trophy

ITANAGAR, Oct 04: Capital Complex Sporting Club (CCSC) patron and Agriculture Minister Setong Sena today unveiled the trophy for the maiden Veteran Cup Football Tournament for players 30 and above, proposed during October 19-27 next at Rajiv Gandhi Stadium, Naharlagun.  Sena appreciated the CCSC for its invaluable contributions to the soccer as the Club has created its won image by producing most of the state players since its establishment in 2003 and assured all possible support in its all future endeavours.

While exhorting CCSC chairman Toko Prakash to hold the Veteran Cup smoothly to enthuse the elders for the younger ones to follow suit, Sena said there was no dearth of sporting talent in the state which were still hidden for want of exposure.

Such events, including archery could be conducted in different parts of the state including Changlang district, which has huge talent for games and sports, for the hidden talents to surface, Sena added.   Trade & Commerce Parliamentary Secretary Phosum Khimhun, CCSC general secretary and Naharlagun councillor Kipa Takum and manager Punung Kipa were present on the occasion.

 

Stop fresh land encroachment: CCLAPF

ITANAGAR, Oct 04: A team of Capital Complex Land Affected Peoples’ Forum” (CCLAPF) led by its Chairman Takam Dari Sojik called on the Chief Secretary at his office chamber today and submitted a memorandum urging him to stop fresh land encroachment in Capital Complex.

The CCLAPF team stated that consequent upon its discussion with the government, all its members have been directed to maintain status quo in regards to any new/fresh encroachments till the government gives out any appropriate decision.

It also reiterated its stand that the Forum would extend full cooperation to the government/Capital administration in identifying new and fresh encroachment cases in the Capital Complex, the release said.

After a patient hearing, the Chief Secretary assured the CCLAPF team to keep the situation under control, and stated that the Forum’s representation would be forwarded to the Capital DC for taking appropriate action from his end, the release claimed.

Meanwhile, the Forum also appealed to the government to immediately repeal the ‘draconian’ Executive Order No. DAP/PEN/3/2001/561 Dtd. 17/06/2013 regarding the need for the government employees to obtain NOC from concern DC and CEO for settling their retirement dues and for promotion in services.

 

Gandhi Jayanti celebrated

ITANAGAR, Oct 04: The District Congress Committee, Kurung Kumey celebrated Gandhi Jayanti at Sangram. All the participants offered floral tribute to the portrait of Father of Nation Mahatma Gandhi and Lal Bahadur Shastri.

Speaking on the occasion, SDO Sangram Mirpa Tato highlighted objectives and significance of Gandhi Jayanti and birth anniversary celebration of Shastriji.

He advised the students and participants to follow the principles of non-violence, tolerance and path of truth shown by Gandhiji and to be a disciplined citizen.

DCC president Tarh Lejik also explaining in brief the objective of celebrating the day expressed satisfaction for active cooperation by the party members as well as the public of Sangram area in making the programme a success.

Later, all the participants took part in a cleanliness drive across Sangram township and at Nyop-Nyoya Upper Primary School, Sangram.

Fernandes and Tuki  flag off   1st 4 batches of job trainees

ITANAGAR, Oct 04: Union Minister of Road, Transport and Highways Oscar Fernandes and Arunachal Pradesh Chief Minister Nabam Tuki today flagged off the first four batches of trainees selected from the Job Mela organized on August 30th to 1st September last from different parts of the State in four buses.

While negating all the rumours doing round over the Job Mela in social networking sites, Tuki said that it is a unique initiative of Government of Arunachal Pradesh under which youths are given skills in trade having employment potential so that they can shape their career and contribute towards the well being of their family and economy of the State.

It is noteworthy that total cost of travel, training, assessment, boarding and lodging is being borne by the State Government. There is an agreement with the VTPs that at least 71% of trainees shall be placed after completion of the training with decent remuneration.

Tuki on hailing the Union Minister said that Oscar Fernandes has been the pioneer of skill development in the country. Many skill development programmes initiated by Government of India today have been a brainchild of the Union Minister. He expressed his gratitude to Oscar for being present in the flag off ceremony and said that his blessings to the youths would encourage them in fulfilling their dreams.

The Chief Minister further exhorted trainees to learn the skills seriously with full interest, devotion and dedication and shape their careers. He also asked them to set an example by their conduct and behavior and make Arunachal Pradesh Proud.

One batch of 32 will be trained in Hospitality Sector by IL & FS, Skill Development Centre at their institutes in Shillong. Another batch of 30 will be trained by B-Able in Hospitality Sector in their facility at Jakhlaband, Assam and two batches of 60 trainees in Hospitality Sector will be trained by Amazing Networks Pvt. Ltd. in their training facility at Guwahati. These training programmes will be 3-4 months duration. After the completion of training, the candidates will be examined and National Council of Vocational Training (NCVT) Certificate will be provided which will entitle them to work anywhere in the country or abroad.

It may be recalled that a first of its kind Job Mela-Cum-Skill Development Selection Rally was held from 30th August to 1st September, 2013 at Indira Gandhi Park, Itanagar. More than nine thousand youth were enrolled by various VTPs for training in different sectors such as Hospitality and Tourism, BPO, Information Technology, Beauty Culture and Hair Care, Nursing, Lab Assistant, Construction, Electrician, Plumbing, Welding, CNC Machining, Finance and Accounting, Insurance, Banking etc. Now these VTPs are ready to start training in their infrastructure facilities and accordingly, the first four batches were flagged off by the Chief Minister from his official residence today.

Among others Union Minister of State for Minority Affairs Ninong Ering, MPs Takam Sanjoy and Mukut Mithi, PWD Minister Chowna Mein, Minister of Industries, Tapang Taloh, Principal Advisor to CM cum Parliamentary Secretary PWD T N Thongdok, Chief Councillor, Itanagar Municipal Council, Chief Secretary, Dr. H.K Paliwal, Principal Advisor to CM, Sharda Prasad, representatives of the VTPs and senior officers were present.

 

 

Mega health camp at Raga

RAGA, Oct 04: Local MLA cum Parliamentary Secretary of Food & Civil Supply, Health & Family Welfare Nido Pavitra today inaugurated two days Mega Health Camp organized by Arunachal Pradesh Doctors’ Association (APDA) in collaboration with department of Health & Family Welfare, National Health Mission (NRHM) and department of Social Welfare and supported by Lower Subansiri district administration and district health authority at PHC, Raga.  

Pavitra in his inaugural speech suggested people of his constituency and neighbouring areas to avail the benefits from the camp where the state’s most able and experienced specialist doctors are at their door step.

With huge applaud from gathering, MLA assured to renovate the Raga PHC indoor building soon for which he asked medical department to prepare an estimate. Considering the problems faced by the people of Raga, he also assured to sanction two more post of MOs against the lone post in PHC, Raga.

He further disclosed that an ambulance already sanctioned against Raga PHC will be sent shortly. Besides, four more 104 and 108 ambulance will be provided against PHC Boasimla, Raga, Godak and Dullungmukh on need base.

Responding to a memorandum submitted by Raga ZPM Maga Mala, MLA assured to fulfill the demand by up-grading Raga PHC to CHC.

Lower Subansiri deputy commissioner Marnya Ete while expressing his gratitude to  APDA for organizing mega health camp at his district, he urged them to conduct similar camp in interior places. He also asked general public to disseminate the information of the health camp to the people of remote area so that they can also avail the opportunity.

Dr. Mika Umpo, president APDA highlighted the objectives of the camp and their role towards health awareness activities.  

Earlier, MLA inaugurated the up-gradation of present PHC’s infrastructure under NEC in presence of all the dignitaries.

With the active participation, publicity and cooperation from Development Committee of 25th Raga ST Assembly constituency led by its chairman Nido Tagom, response to the camp was overwhelming.

The day progressed with huge turn up of patients. As many as 600 patients got benefited from the camp. 44 cases of family planning operations were done successfully on first day. The camp comprising 30 doctors and 49 paramedical staffs attend the patient of various natures. Department like Gynae OPD, Eye OPD, Surgery OPD, Child OPD, Orthopedics, ENT, dental, medicine OPD, operation theatre, ultrasound graph (USG), vaccination, dispensary, injection room, laboratory, AIDS counseling, hepatitis-B screening test were set up with specialist doctors for against each department.

Besides, the department of social justice and empowerment & tribal affairs has taken part in the camp. They distributed wheel chairs and crutches to the disabled and partial disabled persons of Raga and its adjoining areas.

Due to lack of awareness, people were earlier afraid of family planning but today 44 women turned up which indicates that people of Raga becoming aware of family planning. If such operation was done in a private clinic, the financial involvement would be very high but today they got it done free of cost, said Raga ZPM, Maga Mala. More women expected to turn up the next day tomorrow, she added.

Rejoiced with a pair of crutches, a man in his 40s threw away his walking stick in front of huge gathering and went out limping with the support of crutches he received from the camp.

Beside other activities, the Bristol-Myers Squibb India Pvt. Ltd., Mumbai have tested numbers of Hepatitis-B screening test and found some positive cases.

NHPC to speed up activities under CSR schemes

ROING, Oct 04: NHPC Ltd plans to speed up its corporate social responsibilities (CSR) and sustainable development activities under 3000MW Dibang Multipurpose Project (DMP) with several welfare schemes on card. This was informed today by VK Maini, General Manager, DMP during the handing over of Ultrasound Machine for Anini District Hospital. This ultrasound-based diagnostic medical imaging will be used to visualize muscles, tendons, and many internal organs, to capture their size, structure and any pathological lesions.

The handing over ceremony was organized by medical unit of DMP under Dr L Hanner, Assistant Chief Medical Officer, DMP. The medical kit was handed over to Medical Officers from Anini district hospital Dr James Lego and Dr Saga Migri in presence of Bengia Guma, Deputy Manager (Civil), DMP and Andasi Mega, Vice President, All Idu Mishmi Students Union (AIMSU).

NHPC Ltd is currently taking up welfare schemes like scholarship to meritorious students, skill upgradation, improving health delivery system, support services for agriculture and horticulture activities and education facilities.

The Corporation expects more people to avail its welfare schemes. “Though NHPC spends Rs 15 lakhs annually for Industrial Training Institute (ITI), Roing, not many locals are availing the benefits,” said Maini.

“This was due to lack of interest for ITI courses among local people, which are now being availed by students from neighbouring states.”  Also the company revealed that funds meant for welfare schemes are not fully realized as great percentage of money is paid as taxes, which sometimes comes to Rs 4-5 lakhs.

Appreciating the effort of NHPC  towards its CSR activities, Dr Migri said that the company has been consistent in its service for improving health delivery system for Dibang Valley people.

The company had earlier donated ambulances, generator, auto-analyzer machines and several medical kits for hospitals in Dibang Valley and Lower Dibang Valley.

NHPC Ltd informed that project affected people wants the CSR activities not only to be confined to district headquarters of Roing and Anini. So the company sought necessary cooperation from district hospital authorities to reach out to people in remote areas as well.

Maini also informed about the company plan to offer several vocational courses for school and college drop outs. He appealed the local organizations and communities to spread words of such schemes so that it reaches to people.

 

 

DRDA review meeting and PR leaders sensitization prog held

ROING, Oct 04: Review meeting of DRDA and sensitization-cum-training programme of newly elected PRI leaders of Dibang Valley and Lower Dibang Valley districts was held yesterday at Circuit House and Multi-Cultural Hall, Roing respectively.

Lower Dibang Valley deputy commissioner Shiv Kumar in his  address at Multi-Cultural Hall said that the PRI leaders need to be thorough with the rural development schemes and programmes as well as its smooth implementation as per the guidelines as they are the public representatives who are in direct contact with the masses. They can help at all the stages of the projects and schemes which are planning, implementation and monitoring.

Highlighting on the flagship programmes of the rural development department in Lower Dibang Valley district he informed that under MGNREGA a total of Rs 2 crore and 56 lakh were spent in the district in last financial year 2012-13. Out of the total, 80 per cent money was spent on the wages while rest 20 per cent was spent on material and administration. The average man days generated in the district was 27 days, 6071 households were provided employment and 38 works were completed. This year, the district is planning to generate 100 man days and total requirement of funds would be 13.54 crores of rupees.

Under IAY, 104 beneficiaries were distributed 40 CGI sheets each during the last financial year 2012-13.

Under Swarna Jayanti Grameen Swarojgar Yojna, Rs 3.6 lakhs were spent in which 6 SHGs with revolving fund and 20 other individual beneficiaries were largely benefitted for activities like Pan Shops, Goatery, etc. He further informed that SGSY after removing some shortfalls will be replaced by National Rural Livelihood Mission. The efforts of bringing the SHGs under federation system is going on and will be completed very soon, he added.

He also urged the public representatives to make full use of this training and sensitization programme and further requested them to disseminate the information to the rural people and common masses so that they can make full use of the demand driven schemes and understand their rights.

B R Babu, Secretary, Department of Rural Development, Govt of Arunachal Pradesh in his keynote address said, “our main aim and concentration of RD Programme should be for bringing improvement in the life of people through better income and better production.”  He urged to make best use of self employment, wage employment and skill development programmes being implemented under the department of Rural Development. He emphasized on Synchronization of schemes for effective implementation and better results. He further appealed to take up schemes/activities that will give direct and indirect benefits to the farmers like Land Development Activity, Irrigation, Plantations, Rural Drinking Water Supply, etc.  He further urged the district administration to address the social and developmental issues properly in order to take the people along with them. He also said to ensure that in the end of Integrated Watershed Development Project, there is improvement in Agricultural productivity and double cropping should be adopted by the farmers.

He also urged the PRI leaders to work in coordination with the district administration and MLAs of the district for smooth implementation of schemes and all round development. He further urged them to use their knowledge, experience and good personality for taking the people along with them.

He informed that the state Govt is giving utmost importance to the Panchayat Bodies and these programmes are being carried out with the initiative of the Chief Minister. The Govt. of India has sanctioned for construction of 10 Zilla Parishad Chairperson’s Office Building in the state and 450 Gram Panchayat Office Buildings in this year and rest would be taken up in coming years. The Govt. is also emphasizing on training and sensitization of PRI Members, he added.  

Tomi Ete, Secretary, Department of PHED, GoAP highlighted about the Nirmal Bharat Abhiyan (earlier known as TSC) and National Rural Drinking Water Programme through power point presentation. He informed that 80 per cent of common diseases like diarrhea, dysentery, etc. in the third world are due to poor sanitation and unsafe water. He said, “effort is to make sanitary toilets with available local materials” under NBA to improve quality of life in rural areas. Under the scheme the Govt aims to develop community managed environmental sanitation system – solid and liquid waste management for cleanliness in rural areas. The department will provide technical support and wages of labour in order to encourage cost effective and appropriate technology and also motivate communities and PRIs through awareness creation and health education. The Govt. of India is planning to achieved Nirmal Bharat i.e., free open defecation by the year 2022 and hence efforts are on to cover remaining schools and anganwadi centres. He further informed that there is vast scope for convergence of NBA & NRWDP with MGNREGA hence the revised guidelines of NBA provides for convergence with NBA.

T. Miso, DC Anini who was also present on the occasion urged the PHED & WS Department to implement NBA & NRWDP in Dibang Valley district too.

Kemo Lollen, Director of Panchayati Raj in his message to the PRI leaders said, “You are power to the existing system of development”. He further said, “to bring development,  you need to work in coordination and cooperation with district administration”.

Regarding the power devolution to the Panchayat bodies in the state, he informed that the  State Finance Commission and 4 members Expert Committee headed by Gonesh Koyu, Commissioner as its chairman have submitted reports on their demands to the Govt. recently. Action will be initiated soon by the Govt. after examination of the report submitted by the SFC and Expert Committee, he further informed.

He requested the district administration to edify the panchayat members through training and also to involve them in planning process. He highlighted about the Village Panchayat, constitution of Panchayati Raj Institution and enactment of Arunachal Pradesh Panchayati Raj Bill 1997 through power point presentation.

K Dulom, Director of Rural Development through power presentation urged upon the Project Directors and BDOs to implement scheme in an innovative way and to bring improvement in implementation as the Govt. of India will provide the fund only on the basis of performance of the district.  He urged upon the BDO’s to strictly maintained Timelines for various steps involved in preparation and finalization of labour budget for 2014-15 and to prepare Realistic Labour Budget. He also asked them to create awareness on Gram Sabha which is mandatory as per the new guidelines of MGNREGA for choice of schemes which would most benefit them.  He also asked them to conduct Baseline Survey, Social Audit and upload MIS in time. He also requested to take photographs of the work site before the beginning, during works and after completion and also to ensured putting up of sign boards. He asked them to generate man days and person days and also to put some extra efforts to get the works/scheme implemented effectively.

N. Ete, Director SIRD also spoke on the occasion while Project Directors, T Tado, Roing and T Bodung, Anini presented physical and financial achievements under Rural Development Schemes during the review meeting.

Sandeep Kumar Singh, IAS, Assistant Commissioner,  W Tikhak, ADC cum DPDO, Singe Mili, Zilla Chairperson, Anini, Dr Sahu, Faculty Members were present in the meeting.

Hutung Library dedicates workshop to Gandhian ideals

ITANAGAR, Oct 04: Hutung Library, Yatong, a unit of the Lohit Youth Library Movement, celebrated the Gandhi Jayanti in a memorable way, through a ‘Joy of Reading Mela’ & Workshop, as a thrilled audience of parents, teachers, students and villagers sat through a series of poetry recitation, reading demonstration, story-telling and skits by reader-activists, in English, Hindi and Mishmi languages. The programme was conducted by the Bamboosa Library, Tezu and was sponsored jointly by the Pangung Welfare Society, Yatong (PAWSO) and the DDSE (SSA), Anjaw. To add cheer to all, was P N. Ramchandra, the award-winner docu-film-maker from Mumbai, who was filming the entire programme.

The Mela was dedicated, befittingly, to Mahatma Gandhi, and his ideals of Gram Swaraj. Thus the main event that won all-round appreciation was the Mishmi-Hindi skit “Teacher, O My teacher..!” directed by Ashish Mishra, on the tragic life of a opium-addicted teacher and his helpless family, starring Bialu Kambrai, Anjangmai Mam, Ashish Singh, Abhinav Dwivedi and Ashish Mishra (all reader-activists of Bamboosa Library). The evil-effects of liquor came alive in the witty “Bander Ayaa,,” a poem enacted by GMS, Yatong under the guidance of Anjangmai & Bialu.

Upholding Gandhiji’s stress on learning through mother-tongue, was Manisha Halai brilliantly narrating a story in Mishmi, and directing Hutung Library readers to do a witty Mishmi skit, “A house in the air”. The mono-act by Kr. Chubrang Yun, portraying a vain Bhima being humbled by Hanuman disguised as an old monkey, kept the audience roaring and brought out Ashish Mishra’s  outstanding skills as a trainer in mono-acting. Other witty skits were ‘Gopal Bhand’ (trainer: Rubila Dellang), “Mulla Nasruddeen & 3 chor” (Abhinav Dwivedi) and “A stranger is a Danger” (Ashish Singh), all of which brought out how reading comprehension gets enhanced when the stories are presented in skit form. Equally impressive were the lively story-telling and story-reading sessions by activists Abhinav Dwivedi and Ashish Singh. This was followed by a reading demonstration by the Coordinator, Lohit Youth Libraries, bringing out how even the dull ABCD can come alive and exciting, both for the parents and the children, through a Dr Seusse book. The whole Mela was a classic demonstration to the teachers and parents gathered there, of how to bring out the joy of reading!  It concluded with the activists taking a pledge to help check the gangrene of opium addiction from eating into the young lives in Lohit. Manisha Halai and Abhinav Dwivedi conducted the proceedings.  

Heartily lauding the Library activists, the chief Guest Dr. Kalita, Medical Officer, Yatong, said peer-group training would go a long way to strengthen reading habits in rural areas. He also exhorted the teachers to train the students to read with expressions and emotions. “You should  fix a daily time schedule for reading to improve your language skills and guide your younger ones.” Later he gave away prizes to active participants of the workshop.

Ramchandra warmly applauded PAWSO for spiritedly supporting the reading campaign and hoped the library movement would spread to other villages too.

Tuki lauds DBC for quality education

ITANAGAR, Oct 04: Arunachal Pradesh Chief Minister Nabam Tuki praised the first private college of the state, Don Bosco College of Itanagar for nurturing the youths of the state by providing quality education.   “The institution’s effort in giving career guidance, social awareness, spiritual retreats and conducting exposure programmes for students  has resulted to academic accomplishment” Tuki observed.

He was speaking to a jam packed students and faculty of the Don Bosco college at Jollang on its Cultural day cum food festival 2013 this morning.

While extending his gratitude to the Christian Missionaries for their yeomen service rendered to the people of Arunachal Pradesh in social and spiritual sectors, the Chief Minister appreciated efforts in preserving and promoting the rich cultural heritage of Arunachal Pradesh.

Tuki threw light on his government’s initiative for PPP mode in order to mitigate the gap of infrastructure, improvement of social sectors and getting private investments to improve the livelihood of the people. He emphasized for outsourcing schools and colleges through PPP mode to NGOs and organisations, those who have proved running such institutions successfully and impressively.

Inspired by the motto of the college which intends to guide the young to be loyal citizens and God fearing men and women who would lead their own society as good and honest Politicians, Bureaucrats, businessmen, Judges, Lawyers, Teachers, Artists, Environmentalists, Social workers and so on Tuki observed that all the learning institutions should follow the suit.

He congratulated the college management particularly the Selesian fathers and 22 teaching faculty for catering to quality education need of thousands of students from all around the country.

Speaking as guest of honour, Member of Parliament Takam Sanjoy appreciated the college for upholding the rich culture and tradition of the state besides providing quality education by the institution. “The future of our students is in safe hands and I am thankful to the Don Bosco authorities for instilling discipline and sense of belongingness in the College Campus”, Sanjoy said.

Women participation in development initiatives a must for desired results: DC

TEZU, Oct 04: Inaugurating the district level training programme on Panchayati Raj System and Decentralized Planning for Arunachal Pradesh at Tezu, Lohit DC Rajiv Takuk  narrated that development of Panchayat is only possible through the elected women representatives with keen support of their counterpart male colleague. Unless and until the training intervention, PR representatives cannot access the knowledge about various schemes and programmes implemented by line departments.

Keeping in view of intensive intervention of training, he approached SIRD for cyclic training intervention from time to time so that latest information shall be reached by grassroots level. In the present scenario he advised all the PRI representatives to cooperate line departments for tangible implementation of various line departmental programmes.

The Course Director of the programme Dr. N Sahoo, Deputy Director, SIRD narrated that Ministry of Panchayati Raj GoI is keenly taking interest for the empowerment and devolution of Fund, Function & Functionaries through the initiative of the State Government.

Under 12th Plan Period, the Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) is launched covering various activities like Man Power support to the Panchayat, infrastructure development, E-enablement and intensive capacity building. Now all the rural centric schemes of various ministries shall be implemented through Gram Panchayat with active participation of Gram Sabha.

Hiyongmai Towsik, ZPC Anjaw stressed for the empowerment of elected women representatives through various livelihood activities so that each and every household of the Panchayat could be enriched. The main focus should be optimum utilisation of locally available resources with active participation of the Panchayat.

Before the programme BR Babu, Secretary Panchayati Raj  and  Rural Development, T. Ete, Secretary, PHE, K. Dolum, Director RD, K Lollen, Director PR and Nyabin Ete, Director SIRD keenly reviewed the performance of both the DRDAs of Lohit  and  Anjaw districts. T Gangkak and M Dirchi, both the Project Directors of DRDAs placed the performance report of the districts.

The programme is being attended by all the BDOs and ZPMs, ASMs and GPMs of both the districts. DIPRO

 

 

GPF  deplores  poor educational scenario

ITANAGAR, Oct 04: Galo People’s Federation (GPF) has demanded all the legislators of West Siang district to prevail upon the state government for improving the poor infrastructure and educational scenario in various schools in their district.

During its recent month-long Socio-Politico cum Economic tour of the entire Galo inhabited area in West Siang GPF claims to have found 90% of the lower and upper primary schools in the rural sector and its vicinity from Kangku to Monigaon were in deteriorated condition without any desk, benches and other necessary school furniture. Alleging violation of RTE Act, the Forum alleged irregularities in implementation of Mid Day Meal (MDM) Scheme, gross mismanagement of School Development Fund and collection of admission and examination fee against the RTE Act, non-disbursement of Teachers’ Grant Fund and Learning materials etc.

“Barring some, most of the schools in the district are not implementing MDM Scheme while few others are irregular in implementation,” the release said.

“In addition, the centrally approved guidelines of having all weather proof building structure has been ignored as 90 per cent of the school buildings for Elementary Education are made of OBT,” the release claimed.

“Further, most of the schools are not providing the facilities of drinking water and separate bathroom and toilets for boys and girls student,” the release informed while alleging that there had been serious lapse in the distribution of centrally procured uniforms and the textbooks in the schools.

“The construction of 100-bedded Girls Hostel under RMSA is yet to see the light of the day.”

The problems have been aggravated with the lack of subject teachers and shortage of infrastructure like Teachers’ and Staff quarters, Water Supply and Electricity and Hostel facility for the students, the release said.

The release also described the plights of various schools, including Ramakrishna Mission School, Viveknagar, Aalo, the VKVs due to fund problem.

GPF also expressed strong resentment over non-posting of sufficient faculty members at Donyi Polo College, Kamki.

Further, lack of basic infrastructure, like auditorium, boundary wall, hostel facilities and irregular power and water supply have adversely affected the smooth functioning of the college, the release said.

World Bank and AIDS control prog

The World Bank has approved the fourth of a series of credits aimed at supporting India's AIDS control program which seeks to curb the spread of HIV by 2017. The $255 million credit to the National AIDS Control Support Project will help accelerate AIDS prevention programs by targeting vulnerable groups at high risk of infection. So far the World Bank has provided a total of $525 million under the last three projects. The new project will support the government of India's National AIDS Control Program IV (NACP IV- 2012-2017) that focuses on prevention, behavior change communications and institutional strengthening. NACP IV will build on the successful experience of NACP III (2007-2012), which was focused on prevention programs, complemented by care, support, and treatment of people living with HIV and AIDS. The rate of new HIV infections fell by nearly 10 percent during the National AIDS Control Project III (NACP III).

India has made impressive progress and is on track to meet the Millennium Development Goal (MDG) of halting and reversing the HIV and AIDS epidemic. However, with some 2.4 million Indians living with HIV-AIDS, it still ranks third after South Africa and Nigeria. The Indian HIV epidemic scenario is characterized by concentrated epidemics among the high risk groups. It is a highly diverse and heterogeneous epidemic scenario, driven by sex work, unprotected sex among men who have sex with men, and injecting drug use.

The National AIDS Control Support Project aims to reduce new HIV infections by expanding the reach and coverage of quality targeted prevention interventions to these high risk groups over the next five years.

When will PMGSY Project of Pakke-Kessang be completed?

Dear Editor,

I would like to draw your kind attention to the miserable delay in completion of Pakke-Kessang road project under East Kameng District (A.P). The PMGSY Project of Pakke-Kessang has not seen any progress for the last 3 to 4 years. It is only 10.5 km in length from Sangkum to CO office Pakke-Kessang and crores of funds have been invested by government so far but it has not been completed yet. So, I want to question when will PMGSY road project of Pakke-Kessang be completed?

The denizens of area are in deep stress owing to delay and they have repeatedly expressed their resentment to the project executor but nothing has been done till date. The people of  area are facing many inconveniences because of bad road condition. I on behalf of the public of Pakke-Kessang would like to request both concern department and executing agency to immediately complete the road construction within this winter season because winter is considered to be favourable time to do any construction work. And I personally appeal local MLA and all the Gram Panchayat Leaders, GB's and all the Public of Pakke- Kessang to kindly co-operate for the benefits of the area so that new era of development usher in.

Therefore, I along with people of local area request the concern department and contractor to complete the road construction without any further delay and I hope the government would definitely consider our difficulty and soon take serious step.

Two schools of thoughts

Dear Editor,

This is regarding the legality of the incumbency Talo Potom as the Chief Estate Officer cum ADM of capital complex. In the wake of current mass eviction drive in the capital complex, the above matter has become a hot topic of discussion in almost all the gossip circles in the capital complex lately; a glimpse of which has also been seen in the print media of the state.

Going by the arguments put in by the various sections of people, the society at large seems to be clearly divided in the issue.

There is one school of thought which is all praise for the works done by Talo Potom for the capital complex. So much so that, they even don’t care about his qualification, the procedure adopted in his appointment, etc. so long as he keeps on performing. While there is other section of people who are demanding for his immediate repatriation to his parent department and initiating disciplinary action against the officer(s) responsible for his alleged illegal appointment in the current post. These groups of people undoubtedly are the victims of eviction carried out by Talo Potom, who allege him for ‘pick and choose’ and discriminatory evictions. Clearly, both the sides seem to be biased and selfish in their arguments.

For those people who are in favour of Talo Potom irrespective of his qualifications, etc. it is to remind that, if his appointment was indeed illegally done as claimed by some section of people, then his continuation in his current post will open up a floodgate for illegal appointments. Without casting any doubt in the administrative capability of Talo Potom, it is also to remind the public at large that there are also people who exhibit extra-ordinary management and administrative capabilities, but are unable to crack the competitive examinations due to so many factors.

And for those groups of people who are asking for his skull; there is no point beating the drum in the bush. If they indeed have sufficient documentary evidence that his appointment was illegal, then I think the government would surely take appropriate action against the defaulters. And even if the government fails to take action in spite of all the documentary evidences, then there always is the Court of law to check the illegalities.

Again conduct the exam

Through your esteemed daily, I would like to inform people of Arunachal about way the Army recruitment rally was held at Aalo recently. During this recruitment process, the medical exam was conducted very strictly. Because of strict procedure minimum candidate were selected. We appreciate those who conducted medical and physical test. However the written exam was very tough. The written question paper was quite tough for the candidates. As per the qualification sought by army, the standard of question was of very high standard. We appeal army to again conduct exam to fill up all the seats which could not be done during Aalo recruitment rally.

Yembung-Yemsing linkage road need urgent attention

Dear Editor,

Through your esteemed daily I would like to draw the attention regarding deteriorating condition of Yembung-Yemsing linkage road (12 km) under 35th Pangin-Boleng Constituency. As a concerned citizen of the area, it is my foremost duty to highlight the grievances of inhabitants on their behalf.

Right from my childhood to present stage, the said stretch of road is in deplorable condition. This road forms the main lifeline of the general masses. Apart from this, there is no proper facility of communication in the interest of mass rural population which hampers the economic growth and educational system. It will be hard to believe but plying vehicle on this road is same like plying tractor on the field. Due to absence of transportation service, we have to walk 12 km from the village to the main town. I think, higher authorities and government is not taking any effective step and paying no attention to the resentment of people. During the time of natural calamities, the said stretch of road gets blocked due to landslides causing problem for the people to move around. The students are main victims who suffer during time of their admission  admission and examination.

In such circumstances, who will take responsibilities???? This road is the main-stay of communication through which people connect to the rest of the state. In this 21st century of technological advancement, we are devoid of socio-political and economic development to fulfill our basic necessities. We are surviving like barbarians. Every ministers and politicians give false promises to the people to keep up their political status and they never get fed-up with their false promises. Communication, pakka roads and transportation service are the basic requirements of the people for social mobility. But we lack all the facilities from time immemorial.

So I request, the concerned authorities to take a massive step and matter be addressed seriously for better relief of the people to ensure a path "from darkness to light".
